Well, it's not a mascot, except it is. The Dodgers just don't want you to call it that.
The team debuted a giant, child-like bobblehead mascot-thingy, and while the team may not be branding it as a "official team mascot," we all know what it is.

But executive vice president of marketing Lon Rosen doesn't see it that way.
From the Los Angeles Times: “It’s not a mascot,” said Dodgers executive vice president of marketing Lon Rosen. “It’s a unique performance character.” See, that’s what’s great about being a marketing wiz, you can just make stuff up. Rosen also called it a “bobblehead character,” so you can see he’s really trying hard.
One can understand why a team with the kind of history the Dodgers have wouldn't want to unveil a new mascot. Remember what happened when the Chicago Cubs, another blue-blood franchise, debuted their new "Clark The Club" mascot?
Anarchy. Chaos. Pandemonium. The fans were outraged. They we're disgusted.
The mascot wasn't all that bad, it's just that fans of teams like the Cubs, like the Yankees and like the Dodgers don't want people messing with history.
So the Dodgers can keep trying to sell us on a "unique performance character," but we all know what it is.
It's stupid.
